WhatsApp order notifications and abandoned-cart messages for Shopify stores: rules, costs and setup
WhatsApp order notifications for Shopify: utility vs marketing templates, 2026 per-message pricing, opt-in, abandoned-cart rules and apps vs custom.

An order confirmation, a "your parcel has shipped" message with a tracking link, a gentle reminder about a cart left at checkout: more and more stores send these on WhatsApp as well as by email. WhatsApp order notifications are easy to switch on with an app, and just as easy to get wrong, with surprise charges, rejected templates or messages to people who never agreed to them.
This guide is for Shopify store owners who want order updates and abandoned-cart messages on WhatsApp and need to understand the rules first: which messages count as utility or marketing, what each one costs under Meta's per-message pricing, how opt-in works on a Shopify store, and how the pieces connect. I build WhatsApp and Telegram bots on Meta's official platform, and Meta changed several of these rules in 2026.
If you are new to the WhatsApp Business Platform itself (the Cloud API, phone numbers, the 24-hour window), start with my guide to WhatsApp chatbots for business. This post assumes that background and covers what is specific to online stores.
Which order messages belong on WhatsApp
Not every email deserves a WhatsApp twin. The messages customers value are the ones about their own order, sent at the moment something changes:
| Message | Shopify trigger | Template category |
|---|---|---|
| Order confirmation | orders/create or orders/paid webhook |
Utility |
| Shipped, with tracking link | fulfillments/create webhook |
Utility |
| Delivery problem or delay | fulfillments/update or carrier event |
Utility, unless it offers a credit |
| Cash-on-delivery confirmation | orders/create, payment pending |
Utility |
| Abandoned checkout reminder | Flow's "Customer abandons checkout" or checkouts/update |
Marketing |
| Back in stock, offers, launches | Your own list or campaign | Marketing |
Start with confirmation and shipping. They are the messages customers expect, and the ones most likely to head off "where is my order?" questions.
How WhatsApp order notifications connect to Shopify
The flow has four parts:
- Shopify signals the event. A webhook (
orders/create,fulfillments/createand so on) goes to your server, or a Shopify Flow workflow sends an HTTP request. Flow is free on Basic, Grow, Advanced and Plus, but its HTTP request action needs Grow or above; see the Shopify Flow guide. - Your server decides. Does this customer have a WhatsApp opt-in? Is the order in a country you message? Has this event already been handled? Shopify can deliver the same webhook twice, so de-duplicate on its webhook ID.
- The Cloud API sends an approved template, filled with the order number, items and tracking link.
- Meta reports back. Status webhooks say whether each message was sent, delivered, read or failed. A failed message should fall back to email or SMS, not disappear.
Keep a log per order of what was sent and its status. When a customer says they never got the shipping message, you can answer in seconds.
Utility or marketing: template categories decide the cost
Every message you start, as opposed to a reply, must be an approved template, and each template has a category. Meta's categorisation guidelines are specific:
- Utility covers order management: confirmations, tracking numbers, delivery dates. Utility templates must not promote, upsell or cross-sell.
- Marketing covers everything promotional, and abandoned-cart reminders are listed as marketing "even if requested by users".
- Mixed content is marketing. An order update with a discount code at the bottom is a marketing template.
- Apologies with a credit are marketing. A delay message offering store credit falls on the marketing side.
Meta reviews categories continuously. Since 9 April 2025, a template submitted as utility that Meta judges to be marketing is approved as marketing, not rejected, so it is charged at the marketing rate. Keep utility templates plain: what happened, the order number, a button to track or view the order.
What WhatsApp messages cost in 2026
Meta has charged per delivered template message since 1 July 2025, at a rate that depends on the category and the recipient's country code (Meta). Marketing templates are always charged, and utility and authentication templates get lower rates at higher monthly volumes.
What happens inside the 24-hour window is changing. Until recently, free-form replies and utility templates sent while a customer service window was open cost nothing. Meta's page on non-template pricing says that from 1 October 2026 it charges for service messages and for utility messages sent in response to users inside the window. When I checked on 15 October 2026, Meta's main pricing page still described both as free, while Shopify's help centre, describing its own WhatsApp feature, said service messages beyond a monthly free allowance are now charged. Check the current rate card for your markets before you model costs.
Two things have not changed. Conversations started from a click-to-WhatsApp ad or a Facebook Page button open a 72-hour free entry point window. And Meta's stated policy is to change prices only on the first day of a quarter, with at least a month's notice for new rates.
For a store, the arithmetic is simple: every order generates one or two utility messages, so multiply your monthly orders by the utility rate for your customers' countries. Marketing messages are where costs grow, because they are usually priced higher and sent in bulk.
Opt-in and consent on a Shopify store
Meta requires opt-in before you message anyone (Meta). The opt-in must name your business and make clear the person is agreeing to hear from you; since a November 2024 policy update it no longer has to mention WhatsApp specifically, provided you comply with local law. A checkbox on your website or at checkout counts. You must honour opt-outs, on or off WhatsApp.
Shopify now helps with this. In 2026 it added a WhatsApp marketing consent field to customer records, with an API to update it, and on 10 September 2026 it added WhatsApp marketing consent at checkout. That covers marketing. For order updates, add your own checkbox ("Send my order updates on WhatsApp") and store the answer, with the time and source, against the customer.
Keep the two separate. A customer who wants shipping updates has not agreed to promotions, and WhatsApp lets users turn off offers from a business in their own settings, so marketing sends to them will fail anyway.
Abandoned-cart messages on WhatsApp
Abandoned-cart reminders work on WhatsApp, with conditions:
- They are marketing templates, so they need marketing consent and are charged at the marketing rate.
- No US numbers. Meta says WhatsApp "does not currently deliver marketing template messages" to US phone numbers (Meta). US shoppers need email or SMS instead.
- Timing. Shopify treats a checkout as abandoned once it stays incomplete for more than ten minutes after the customer gives their email. An hour or two later is a sensible first reminder; one or two reminders in total is plenty.
- Link back to the cart. Shopify's abandoned checkout data includes a recovery URL, so the button returns the customer to a filled checkout.
Shopify's own WhatsApp support, added to Shopify Messaging in July 2026, is built around marketing campaigns; its built-in abandoned checkout automation is still email. Automated WhatsApp cart reminders need an app or a custom integration.
When customers reply
Customers reply to notifications: "can I change the address?", "it says delivered but it isn't here". A reply opens the customer service window, and inside it you can answer freely. Decide in advance where replies go: a shared inbox, a bot that looks up the order and answers the common questions, or both, with a person one tap away.
Replies inside the window are service messages, which Meta's 1 October 2026 change brings into charging. A bot that answers in one clear message instead of five is now cheaper as well as kinder.
Apps, Shopify Messaging or a custom integration
Apps. The Shopify App Store has many WhatsApp notification apps. Before installing one, check that it uses Meta's official platform, whether you connect your own WhatsApp Business Account, who pays Meta's fees and with what markup, and whether you can export your message history and consents.
Shopify Messaging. Good for WhatsApp marketing campaigns to opted-in customers outside the US, billed on your Shopify invoice. Not, at the time of writing, for order updates.
Custom integration. Worth it when you want your own rules (which orders, which countries, which language), replies handled by a bot that reads live order data, several stores on one number, or the same messages fed from Shopify and other channels. It is built on Shopify's webhooks and Meta's Cloud API, with your own WhatsApp Business Account, so the number and the data stay yours.
I build WhatsApp bots and notification flows, and they are quoted from a brief rather than sold as a fixed plan. Every quote is fixed before work starts and paid in milestones; my pricing page explains how that works. FAQ
Are WhatsApp order confirmations free to send?
Usually not. An order confirmation is a utility template, and a template that starts a conversation is charged per delivered message at the utility rate for the customer's country. Utility templates sent inside an open customer service window were free until Meta's change scheduled for 1 October 2026, after which replies in the window are charged too. Rates differ by country and volume, so check Meta's current rate card for your markets.
Can I send WhatsApp abandoned-cart reminders to customers in the US?
Not at the moment. Abandoned-cart reminders are marketing templates under Meta's rules, and WhatsApp currently does not deliver marketing templates to phone numbers with a US +1 code and US area code. Utility messages such as order confirmations and shipping updates still reach US numbers. For American shoppers, use email or SMS for cart recovery, and use WhatsApp for order updates and conversations they start.
Should order updates go by WhatsApp, email or both?
Both, in most stores. Email is the record customers search later and reaches everyone who ordered, while WhatsApp reaches those who opted in, at the moment the parcel ships. Send WhatsApp to customers who opted in for it, keep email for everyone, and fall back to email automatically when a WhatsApp message fails. Watch your support inbox for a month afterwards to see whether order questions drop.
If you want WhatsApp order notifications on your Shopify store, send me a short brief: roughly how many orders a month, which countries your customers are in, which messages you want, and whether replies should go to a person or a bot. You can see the service on the WhatsApp & Telegram bots section of my services page, or read about AI customer service for online stores, which can answer the replies.
